read data from .cti-files (Agilent)

Description : 
The function is used to read data stored .cti-files (HP/Agilent Network
Analyzers).
It opens the input file and scans it for various data inside (e.g. frequency
list, S-Parameters etc.) The data are stored in a struct variable depending on
file contents.
